WASHINGTON (WMAL) – A partial recount starts Monday morning of votes cast in the Democratic primary for Montgomery County executive. Election results certified last week declared Marc Elrich the winner over David Blair by 79 votes.

If the recount – which is expected to take a day or two – doesn’t declare him the winner, Blair said that isn’t necessarily the end of the line. His campaign’s working on contacting nearly 1,000 voters whose provisional ballots were rejected. While provisional ballots are part of the recount, Blair said rejected ones won’t be re-examined.

“If they can show proof that they were indeed a registered Democrat, or attest to that, they may be able to have their vote counted, and that could have a material impact on the results of this election,” Blair told WMAL.

Blair’s concern over provisional ballots stems from the fact that a computer programming error stopped party affiliation and address changes from being transmitted from the Motor Vehicle Administration to the Maryland state Board of Elections.

While his campaign works on getting in touch with voters whose provisional ballots were rejected, Blair’s urging voters to check online to see if their vote was counted.
