President Biden announced his new selection to lead the Bureau of Alcohol, Tobacco, Firearms and Explosives this morning. Former federal prosecutor Steve Dettelbach has been tapped to head the agency after initial selection David Chipman’s nomination was blocked last year.
In conjunction with the announcement, President Biden has laid out plans to regulate “ghost guns”, according to officials inside the administration. The new rule includes a ban on so-called “buy build shoot” kits that the Biden administration claims people are buying without background checks. Biden’s new rule classifies the kits as firearms under the Gun Control Act, which requires manufacturers of the kits to license them, issue serial numbers and conduct background checks on all purchasers.
The new rule also includes updates to the regulatory definitions for the terms “frame” and “receiver” to ensure that all firearms with split receivers are subject to the same regulations as a firearm. Biden is expected to provide the legislative framework for Congress to pass the bill banning the possession and ownership of the firearms without serial numbers that he refers to as “ghost guns”. In a more broad sweeping attempt to reign in the rights of American gun owners, Biden is also expected to call on Congress to ban what his administrations deems as “assault weapons” and high capacity magazines, as well as repeal gun manufacturers protections from liability.
The moves comes as Biden attempts to appease and engage the liberal base of voters as democrat hobble toward to the midterm elections.
