Virginia General Assembly Remains on Recess with State Budget Unresolved

The Virginia General Assembly adjourned more than a week ago after a 60-day session, but there continues to be no path forward for passing a budget to fund the state. On the final day of the session, March 12, all discussions surrounding the passage of a state budget came to a halt.

  • What legislators are saying: “It’s been total silence,” said Senate Finance Chair Janet Howell (D-Fairfax) referencing plans for the state budget or scheduling a special session to resolve the party’s discrepancies on the massive spending bill. House Appropriations Chairman Barry Knight (R-Virginia Beach) added, “We were a little bit too far apart … I don’t think we’re in any great rush.”
  • Governor Youngkin has not yet released whether he will call the legislature back for a special session. “Getting the right budget is more important than hitting a deadline,” said Youngkin to the Richmond Times-Dispatch on March 4.
  • The divide between the two party’s centers on nearly $3 billion in proposed tax cuts that democrats currently oppose. Specifically, the budget talks stalled out over a $2 billion proposal to double the standard deduction for those filing income taxes.
