WASHINGTON (WMAL) – A Beaverdam man was arrested Monday after a bizarre incident behind the Doc Stone commercial area. A person called the Stafford County Sheriff’s Office just after 9:30 Monday morning to report seeing something you don’t see every day – a naked man stuck in a fence masturbating.
The responding sheriff’s deputy helped free 30-year-old Justin Rutley, covered him up with a blanket and arrested him.
“This type of behavior is pretty consistent with drug use,” said sheriff’s office spokesperson Amanda Vicinanzo.
Vicinanzo said Rutley was drug tested, but she doesn’t yet have the results. She said this behavior is often associated with opioid use.
Rutley’s charged with indecent exposure, masturbating in public and disorderly conduct.
After the sheriff’s office announced the arrest, the principal of nearby Anne E. Moncure Elementary School sent an email to parents about it.
“Please be assured that none of our students witnessed the incident. The safety and security of all students is a top priority for Stafford County Public Schools,” wrote principal Greg Machi.
Rutley’s being held without bond at Rappahannock Regional Jail.
