Listen as Larry spoke with Director Mick Mulvaney of the Office of Management and Budget regarding his latest op-ed, Introducing MAGAnomics: The Trump agenda for achieving 3% economic growth.
During the interview, Director Mulvaney discussed deregulation under President Trump thus far:
O’Connor: Well, I know that the President … listen he ran on this, it was one of the things that sold me, he pointed out that the regulations in 2015 costed our economy two trillion. He’s asked for a moratorium on new federal regulations. He’s also asked every agency to come up and identify those regulations. He doesn’t need Congress for this right? This is something that he can do as the Chief Executive. So what’s the status of that?
Dir. Mulvaney: Yes, a lot of the deregs we can do without Congress. For the really really big stuff we need Congress. We sort of put them in two columns, stuff we can do by ourselves and stuff for which we need Congressional help. A lot of the stuff we’ve done already you’ve seen in those Congressional Review Acts, 14 major pieces of legislation passed already, deregulating stuff the Obama administration had done. We have stopped the flow of new regs coming out. The only reason you haven’t seen more coverage, I think yet, on deregulation is that it does take time. If it takes you an amount of time to put in a reg, it also takes you an amount of time to get rid of a reg, so we’re moving at a couple of different speeds. But I can assure you we have already stopped a lot of new stuff from coming out. I had a great conversation with a couple different members of the cabinet I said, look, we are asking you to use muffles the federal government hasn’t used in a long time. There have been people working at the EPA who have never been asked their whole career to deregulate something. Never been asked to do this. I heard from one cabinet secretary said he tried to find a form in the system for deregulation and it doesn’t exist, there is no column for deregulation. So we’re trying to train the government to do something it doesn’t remember how to do, but we’re getting there.

O’Connor: In our final minute here, what’s the biggest thing standing in the way of 3% growth right now in this economy?
Dir. Mulvaney: The two biggest movers are probably the deregulation of tax reform. So if I look at it that way, we can do some of tax reform, excuse me, we can do some dereg ourselves but we need Congress to go along with the rest of it. We need Congress for tax reform. I need Congress for welfare reform. I need Congress for a bunch of different stuff for helping us curve spending. So it’s maybe not the biggest impediment, but the folks that need to get on board with us is Congress.
O’Connor: And their singular focus on Russia, from my perspective, from many of our listeners perspective and people who call in and express their frustration, all they see when they see their leaders on Capitol Hill is that they’re talking Russia.
Dir. Mulvaney: It’s not going to put anybody back to work. Not going to help anybody get off welfare. Not going to help us grow the economy. Look, I was in Congress and I know you can get caught up in the moment on the various issues of the day, but all I’m telling you is what drives our administration is 3% sustained economic growth and we’d love to have Congress go along for the ride.
