WASHINGTON — (WMAL) The school bus driver who was killed with five others when his vehicle collided with an MTA bus Tuesday in Baltimore was not supposed to be behind the wheel.

The Maryland Motor Vehicle Association put out a statement Thursday which revealed that the driver, Glenn Chappell, 67, was not authorized to drive the bus because he did not provide an updated Medical Examiner’s Certificate after his old one expired in August.

The MVA warned Chappell in July and September about renewing his certificate.

Family members say Chappell had no outstanding medical issues and they are waiting to hear what medical examiners discover about his involvement in the incident.

Chappell also faced trouble with the law. In 2012, he plead guilty to second-degree assault, which could disqualify someone from driving a school vehicle.

Officials are still investigating details of the crash.
