5am – D         Budget Battle: Should GOP Fight for More Refugee Screening?

  • Paul Ryan tells GOP: Budget deal a partial victory. (Politico) — Speaker Paul Ryan told House Republicans on Monday night that the yearlong $1.1 trillion government-funding bill contains policy victories for the GOP, but not as many as lawmakers will want, according to multiple sources on a party conference call. Ryan declined to get into specifics about the bill on the call, but promised he would go through the details of the legislation in a closed party meeting Tuesday, and would talk to the press about what he considers “wins” in the legislation. For example, Republicans have secured the lifting of a decades-old ban on exporting U.S. oil. But, GOP attempts to insert language into the bill to impose tougher controls on Syrian and Iraqi refugees were unsuccessful.
  • GOP bill would require vetting of immigrants’ online statements. (Politico) — An influential House committee is preparing legislation to tighten potential loopholes in the vetting of foreigners coming into the United States — following reports that the Obama administration may have been barred from reviewing the pro-jihad online postings of one of the San Bernardino shooters. House Judiciary Committee Chairman Bob Goodlatte (R-Va.) said Monday that his panel, which oversees immigration policies, is drafting a bill that would overhaul the screening processes for visas, including the so-called “fiancée visa” that Tashfeen Malik used to enter the United States.

5am – E         FAA announces drone registration rules as report highlights soaring dangers. On the heels of an alarming study spotlighting the danger drones pose to commercial aircraft, the FAA on Monday announced new regulations requiring drone registration in an effort to keep track of soaring ownership. The online registration would apply to owners of small drones weighing more than 0.55 pounds and less than 55 pounds, including payloads such as on-board cameras, according to a statement by the FAA. The new rules would require drone owners to pay a $5 registration fee. Penalties go up to $27,000 for civil violations, $250,000 for criminal acts with up to three years behind bars.

6am – E         250 people pay it forward at a Florida McDonald’s drive-thru. (LAKELAND, Fla.) — One Florida woman embraced the spirit of the season of giving, and started a chain reaction of 250 people paying it forward. Torie Keene of Lakeland, Florida, was paying for her meal at her local McDonald’s drive-thru Wednesday morning when she told the cashier, Marisabel Figueroa, that she wanted to pay for meal of the car behind her. Figueroa told ABC News that Keene specifically asked her to say “Merry Christmas,” and not “Happy Holidays.” When Figueroa told the next car that their meal had been paid for by Keene, she said that the passenger was so moved that she also decided to pay for the meal of the car behind her, and after that a chain reaction of people paying it forward began.

  • Krauthammer: Obama’s Still ‘Trying To Convince Us That We Are’ Beating. Columnist Charles Krauthammer says that President Barack Obama’s speech Monday is proof the president is still trying to convince the American public that ISIS is losing. “[Obama’s] problem is that he’s trying to convince us that we are actually prevailing, winning, pushing in on ISIS,” Krauthammer said Monday on Fox News’s “Special Report.”
  • Maryland man accused of receiving $9,000 from ISIS to carry out attack on American soil – The Washington Post. The FBI said Monday that it has arrested a Maryland man who received thousands of dollars from Islamic State terrorists to carry out an attack on U.S. soil. Mohamed Yousef Elshinawy, 30, of Edgewood was taken into custody Friday afternoon at his home. He was charged with providing material support to the Islamic State, lying to the FBI about money transfers and concealing evidence, according to a criminal complaint. The complaint outlined Elshinawy’s stream of communications with Islamic State operatives who sent him nearly $9,000. Elshinawy told the FBI that one of the militants said the money was to be used for “operational purposes”and cited the May attack on the prophet Muhammad cartoon contest in Garland, Tex., as the kind of target he should contemplate, according to court documents. Elshinawy told the FBI that he never intended to carry out an attack and was simply going to take the money from those “thieves.” He suggested to the FBI that he should work for them to identify the Islamic State’s money network, according to the complaint. The FBI said he used the money to buy phones, calling cards and a laptop computer. The FBI wasn’t able to account for all the money, some of which went toward personal expenses.

7am – C         The Latest: Gray jury goes home for night without verdict. BALTIMORE (AP) – The latest on the trial of a Baltimore police officer who is charged with manslaughter in the death of Freddie Gray, a 25-year-old black man who was injured in the back of a police transport van (all times local). Jurors adjourned for the night without reaching a verdict in the trial of an officer charged in the death of Freddie Gray. The jurors started their deliberations about 2:30 p.m. Monday and their discussions for the day concluded about three hours later. The will resume deliberations Tuesday in the manslaughter trial of Officer William Porter. Prosecutors say Porter abused his power by failing to save Gray’s life after the man was injured in the back of a police van. Defense attorneys countered that “there is literally no evidence” that Porter caused Gray’s death and the case is focused on conjecture and speculation, rather than facts and evidence.
