5am – A/B/C Debate moderators want to be ‘invisible’ (USA Today) — MILWAUKEE — The Republican presidential candidates aren’t the only ones under pressure during Tuesday’s debate. The moderators asking the questions will also be coming under intense scrutiny. Two weeks after GOP candidates and their allies criticized the moderators of a debate in Boulder, Colo., questioners at the rematch in Milwaukee will try to avoid becoming issues themselves. “My view on moderators is that we should be invisible,” said Neil Cavuto, a Fox Business Network anchor and one of three panelists for the prime-time debate at the Milwaukee Theater. “Our questions should generate debate,” Cavuto said. “But the tone of the questions should not.” After the Oct. 28 debate — sponsored by CNBC, a Fox Business Network rival — some Republicans claimed that the moderators asked biased and needlessly provocative questions. Ted Cruz accused the panel of seeking a “cage match” in which the GOP candidates would simply attack each other.

5am – D         Proposal Would Let Cyclists Slow Down at Stop Signs When No Traffic Is Present. (NBC DC) — Cyclists in D.C. would be allowed to treat stop signs like yield signs when there is no nearby traffic under a traffic safety bill being considered by D.C. Council. The bill takes on a flash point between drivers and cyclists. Right now, the law says bikes must come to a full stop at a stop sign, just as other vehicles do. But anyone who has ridden a bike knows that stopping at every stop sign is tough, particularly when no other car or pedestrian traffic is in the area. This bill would require cyclists to slow down at stop signs and stop if needed. But it also would allow them to roll through if no vehicles or pedestrians are present. The cycling advocacy blog Washcycle calls this an “Idaho Stop,” after a similar law in place in Idaho since 1982.

5am – E         Court upholds block on Obama’s immigration plan. A federal appeals court has ruled against Obama’s immigration plan. (USA Today) — A federal appeals court dealt a potentially fatal blow Monday to President Obama’s immigration plan, leaving more than 4 million undocumented immigrants in legal limbo and setting up a possible Supreme Court battle at the sunset of his administration. The U.S. Court of Appeals for the 5th Circuit upheld a challenge to the deferred deportation program brought by Texas and 25 other states with Republican governors, who argued that Obama lacked the authority to protect about one-third of the nation’s undocumented immigrants by executive fiat. The authority that the administration claimed, the court said in a 2-1 ruling, would allow it “to grant lawful presence and work authorization to any illegal alien in the United States.” The White House said in a statement that it strongly disagreed with the court and that the departments of Justice and Homeland Security will review the ruling to determine the “next steps” in the case.

6am – A/B/C University of Missouri Uprising and Resignation:

  • University of Missouri president and chancellor step down amid race row. (CNN) Just hours after the president of the University of Missouri system resigned on Monday, the chancellor of the university announced he also was stepping down amid a controversy over race. Chancellor R. Bowen Loftin told reporters that he would transition to a new role advancing research, starting January 1. Loftin praised the efforts of graduate student Jonathan Butler, who ended his hunger strike earlier in the day. Butler had stopped eating last week, demanding the removal of university system President Tim Wolfe.

It’s the Morning Man Alarm Clock, a new iPhone app that you can program to wake you up in the charmingly accented voices of different European men. “Open your eyes,” a random British guy creepily demands. “Hi, I’m your alarm today,” a goofy Scotsman offers. “I dreamed of you last night,” a French guy says (in French). 7am – A         INTERVIEW — AMB. JOHN BOLTON – an American Enterprise Institute senior fellow and Former United Nations Ambassador

  • Obama meets Netanyahu amid tensions over Iran, aide’s remarks. President Obama sat down Monday with Israeli Prime Minister Benjamin Netanyahu for the first time in over a year, as the leaders look to ease tensions over the Iran nuclear deal while addressing the fresh burst of Israeli-Palestinian violence
  • AMB BOLTON op-ed: Is President Obama prepared for what might come next in the South China Sea? “The Navy’s recent deployment of the destroyer USS Lassen on a “freedom of navigation” exercise in the South China Sea demonstrated that America does not accept Chinese territorial claims in those waters. Long overdue, but better late than never, the Lassen’s voyage hopefully augurs more to come to safeguard the international waters and rights of “innocent passage” through which nearly one-half of the world’s ocean commerce flows. Nonetheless, this single mission does not yet evidence either a well-conceived U.S. strategy or the resolve necessary for a sustained effort to prevent Beijing from effectively annexing this vital, sharply contested region. China is not creating “facts on the ground,” as diplomats like to say, but is literally creating the ground itself, using small surfaces above the water to build new islands, essentially to serve as naval and air bases for Beijing’s military.”
  • ISIS Sinai Leader ID’d As Potential ‘Mastermind’ of Russian Airliner Terror Attack. (Breitbart) — Abu Osama Al Masri (also referred to as Sheikh Osama al Masri), has been identified by intelligence sources as the likely mastermind behind the attack on a Russian airliner that crashed in the Sinai Peninsula in late October, killing all 224 passengers on board. al-Masri is an Egyptian cleric who graduated from Egypt’s infamous Al Azhar University, a known hotbed for jihadi theology.

It happened at the Shell gas station at the 1765 New York Avenue, in Northeast, on Oct. 7 at about 4 p.m. The women used force and grabbed the man’s “groin and his buttocks multiple times in a very aggressive manner without his permission and without his consent,” a police report says. Well, wonder no more. “Hell yeah, I would!” the former Florida governor told HuffPost. “You gotta step up, man.” The question initially arose when The New York Times Magazine polled its readers last month and found that a plurality of respondents said they would, in fact, kill Hitler as a baby. Bush was then asked the question directly via the email address that he distributes widely to public audiences: [email protected]. But he did not answer the inquiry until asked on camera by HuffPost, while riding on his campaign bus in New Hampshire.

7am – E         Blake Shelton Talks Divorce and Whether or Not He Likes Women Who Play Hard to Get. (E! Online) — In an interview with Hoda Kotb and Kathie Lee Gifford on the Today show Monday—which was conducted before news of him and Gwen Stefani went public with their relationship—the country crooner opened up about his thoughts on women playing hard to get. Gifford asked, “Is it true that though women who play hard to get become much more interesting like immediately?” Shelton responded quickly, “No I don’t have time for that crap,” he said, straight-faced. “I want it now.” Apparently Stefani was just the no-game-type woman he needed!

8am – D         Target Says Shopping on Thanksgiving is Now a Tradition. At least it looks like ‘Black Friday creep’ is over. Target TGT -1.28% is opening its doors at 6 p.m. on Thanksgiving, marking the fourth year in a row the discount retailer will kick off the Black Friday madness on Turkey Day. At least those who bemoan shopping’s encroachment on the holiday can take solace in knowing that it looks like “Black Friday” creep is over: Target’s opening time, like Macy’s M -5.44% , is no earlier than the preceding year’s for the first time in five years. (Walmart, WMT -0.49% which gets 55% of revenue from grocery sales, has long been open on Thanksgiving afternoon but starts its Black Friday deals later in the day.)

That I can tell you.”

The GOP businessman continued that trend when he signed an online petition on Monday calling for the Cable News Network to fire “Republican strategist” Ana Navarro, who is also identified as a “political commentator” with CNN. The petition, which was begun by Natalie Olivia on the change.org website, begins: “We demand CNN immediately fire so-called “Republican strategist” Ana Navarro based on the falsification of her credentials, her lack of any particular expertise on political matters and her obvious bias toward presidential flame-out Jeb Bush, as well as her general stupidity.”
