Did the Chairman of Metro’s Board Violate Conflict-of-Interest Rules?

WASHINGTON — (WMAL) D.C.’s Inspector General is opening up an ethics investigation and looking into the chairman of WMATA’s Board of Directors.

Mortimer L. Downey worked for consulting firm Parsons Brinckerhoff, which is under contract with Metro to help with capital projects.

The inspector general alleges that Downey violated rules regarding conflicts-of-interest by working with the firm. The company has done millions of dollars worth of work for Metro.

In fact, Parsons Brinckerhoff has been paid a total of $81 million by WMATA in recent years.

Downey, however, said he’d been transparent about his employment and recused himself when he needed to. Downey also said his relationship with the engineering firm had been approved by WMATA’s general counsel.

Downey ended his work with Parsons Brinckerhoff three months ago. He had been working with the firm for 10 years.
