EXCLUSIVE: The Army’s top officer told Fox News Tuesday it’s “frustrating” to watch the gains he helped achieve in Iraq disintegrate at the hands of the Islamic State, saying in an exit interview that the chaos now unfolding “might have been prevented” had the U.S. stayed more engaged. Army Chief of Staff Gen. Ray Odierno, weeks away from retirement after 39 years in uniform, spent more time in Iraq than any other U.S. Army general — more than four years, the last two as top commander. He is widely viewed as a key architect of the Iraq surge. Robert Griffin III did not fair well in Mike Sando of ESPN Insider’s quarterback rankings, in which Sando polled NFL coaches and evaluators and had them place starting quarterbacks into talent tiers. 35 NFL “insiders, who all chose to remain anonymous, partook in the survey, weighing in on each quarterback and the tier they assigned them. Griffin ranked 28th of 32 quarterbacks, with 30.5% change in rating from last season, when he was 19th.

6am – E         Indecent Exposure Charge Against Maryland Delegate Ariana Kelly Dropped. Charges of trespassing and indecent exposure against a Maryland state delegate who represents Bethesda have been dropped, Montgomery County State’s Attorney’s office said. Ariana Kelly, 39, was dropping her children off at her ex-husband’s house June 27 when she argued with him and his fiancée, WTOP reported. According to court records obtained by WTOP, Barak Sanford told police he used a cell phone to record Kelly’s outburst. She then exposed herself, lifting her shirt.

  • Crowdfunding project aims to save Neil Armstrong’s spacesuit. WASHINGTON (AP) — The National Air and Space Museum is launching a crowdfunding campaign to conserve the spacesuit Neil Armstrong wore on the moon. The campaign begins Monday, marking 46 years since Armstrong’s moonwalk in 1969. Conservators say spacesuits were built for short-term use with materials that break down over time. The museum aims to raise $500,000 on Kickstarter to conserve the spacesuit, build a climate-controlled display case and digitize the spacesuit with 3D scanning.

8am – B         Gov. McAuliffe asks State Police to step up patrols near military recruiting centers. RICHMOND, Va. (WRIC/AP) — Just a week after the attacks on two military facilities in Chattanooga, Tennessee, Governor Terry McAuliffe has asked Virginia State Police to increase patrols around military recruiting centers. McAuliffe wants to help protect similar facilities in our area. Some governors have gone even further and ordered that their National Guard soldiers be armed. His spokesman, Brian Coy, told The Virginian-Pilot that Maj. Gen. Timothy Williams of the Virginia National Guard advised against arming his soldiers. In some instances, Coy said state police will work with local departments, the Associated Press reports. Later today, we expect to learn more about the investigation into last week’s shooting. The FBI and Chattanooga Police are holding a news conference at noon.

Obama orders flags to half-staff 5 days after Chattanooga attack. (CNN)The White House and U.S. Capitol both lowered flags to half staff by Tuesday afternoon, after they were out of sync Tuesday in their tributes to the five U.S. service members who were slain by a gunman in Chattanooga last week. House Speaker John Boehner, R-Ohio, and Senate Majority Leader Mitch McConnell, R-Kentucky announced Tuesday that flags at the Capitol would be lowered to half-staff in honor of the victims. “Out of respect for their courageous service and sacrifice to our nation, flags at the U.S. Capitol are being lowered to half-staff,” Boehner said in a statement.

  • Armadillos cause spike in leprosy cases in Florida.   (CNN) There are an unusually high number of leprosy cases cropping up in Florida. Experts said they believe the spike is because of people coming into contact with armadillos. Florida typically sees two to 12 cases of leprosy a year, but so far there have been nine cases in 2015, according to the Florida Department of Health. The latest case was diagnosed in Flagler County three weeks ago. Some armadillos, placental mammals with leathery armor, are naturally infected with leprosy, also known as Hansen’s disease, according to the Centers for Disease Control and Prevention. Armadillos are one of the only known animals to carry leprosy, an age-old disease that causes skin and nerve damage. The CDC says it is possible to contract leprosy through contact with armadillos, but it is usually unlikely. Leprosy is a rare disease, and there are on average 50 to 100 cases in the United States every year, according to Dr. Sunil Joshi, president-elect of the Duval County Medical Society in Florida.
  • Family spots alligator at Bryan Beach in Freeport. FREEPORT, Texas – A family’s first trip to Bryan Beach on Saturday was cut short after an alligator was spotted in the surf. They caught the unusual sighting on camera and posted the video to YouTube. Viewer Ray McGee and his family were standing in calf-high water and said he was about 40 yards away from the 8.5-foot reptile when he shot the video. His son saw it from the shore and yelled, “Get out of the water” and ran down the beach to tell others. McGee said people were calling his son a hero for warning everyone about the alligator.

  • Second video shows Planned Parenthood doc haggling over price of fetal body parts. A new undercover video shows a top Planned Parenthood official discussing “less crunchy” techniques to get “whole specimens” and haggling over the price of fetus tissue sales because she wants “a Lamborghini.” And the activist behind the sting operation says there’s much more to come. Center for Medical Progress Project Lead David Daleiden told Fox News his group has “at least 12, really solid videos” among thousands of hours of footage.
  • Christie vows to defund Planned Parenthood if elected president. Mt. PLEASANT, S.C. — Gov. Chris Christie vowed Monday that if he’s elected president in 2016 he will defund Planned Parenthood across the nation just like he’s done in New Jersey. The Republican governor, speaking to residents in the conservative early-voting state of South Carolina, stressed that he defunded Planned Parenthood for six straight budgets. Christie was asked whether recently released undercover video showing a senior Planned Parenthood official discussing the disposal of aborted fetuses should spur a federal investigation into the group or possible defunding.
