5am – A/B/C The C.I.A. Is Delighted that Homeland’s Carrie Mathison Will No Longer Work There. (Vanity Fair) — Last month, Showtime announced that TV’s most famous C.I.A. operative, Carrie Mathison, would be leaving the agency on the next season of Homeland. A new New York Times column reveals that Dar Adal won’t be the only one happy to see her go. Real-life female agents told Times columnist Maureen Dowd that Carrie and her ilk give them a bad name. The column –– including its brusque headline “Good Riddance, Carrie Mathison” –– was then tweeted out by the official CIA account.

5am – D Report: Harvard Graduate Students Start Effort To Unionize.AMBRIDGE (CBS) — A group of Harvard University graduate students are looking to unionize, according to one report. The Harvard Crimson reports that some graduate students are in the early stages of forming a union, and advocates say it’ll put students in a better position to negotiate with the university. “We are interested in making the University a better place for grad students to do the best research and teaching that they can do,” Aaron Bekemeyer told The Crimson. Organizers of the budding movement told The Crimson that they’d be focused on health care, housing problems and issues important to teaching fellows. The Crimson notes that graduate students at Columbia University also tried to unionize, but the school has so far refused to recognize them. A decision from the National Labor Relations Board is pending.
5am – E Virginia fraternity chapter says it will sue Rolling Stone. NEW YORK (Reuters) – The University of Virginia fraternity at the center of Rolling Stone’s retracted article “A Rape on Campus” said on Monday it planned to sue the magazine for what it called “reckless” reporting that hurt its reputation. Phi Kappa Psi’s announcement came a day after a team from the Columbia University Graduate School of Journalism concluded in a report that the magazine had failed to follow basic journalistic safeguards. The 9,000-word story described how a student identified by her real first name, Jackie, said she endured a gang rape at the fraternity in 2012. After the article was published in November, students demonstrated on campus and in front of the fraternity house, which was vandalized. “Clearly our fraternity and its members have been defamed, but more importantly we fear this entire episode may prompt some victims to remain in the shadows, fearful to confront their attackers,” Stephen Scipione, president of the fraternity in Charlottesville, Virginia, said in a statement. Fraternity chapter spokesman Brian Ellis said he did not know what would be in the lawsuit, or when the fraternity’s lawyers would file it. The fraternity said on Monday that images of its house continue to be used by news organizations as a symbol of campus sexual assault.
6am – A/B/C Rand Paul set to announce presidential run. Sen. Rand Paul, the maverick first-term Senator who rode a Tea Party wave from a Kentucky ophthalmology practice to Congress, is just hours away from his Tuesday morning launch of a bid for the 2016 Republican presidential nomination. Paul’s expected announcement in Louisville, which will make him the second major Republican candidate to formally jump into the 2016 race, is just the first of a string of campaign debuts currently slated for this month.

- Maryland, D.C. officials seek Metro management overhaul. Metro must improve its management and accountability before local governments have the confidence to invest billions of dollars in expanding the transit system to handle the region’s expected growth, top transportation officials from Maryland and the District said.
- D.C. Mayor Pledges Long-Delayed Streetcar Line Will Open. Bowser Wants to Extend DC’s Streetcar Line to Georgetown. District of Columbia Mayor Muriel Bowser is promising that the city’s long-delayed streetcar line will open. Bowser made the promise in her first “State of the District” address last week. Mayor Muriel Bowser pledged to get the long-delayed streetcar up and running on H Street NE and Benning Road and to extend it to Ward 7 and Georgetown.

6am – E Jeb Bush Listed Himself as ‘Hispanic’ on Voter Form. (NY Times) —There is little doubt that Jeb Bush possesses strong credentials for appealing to Hispanic voters. He speaks fluent Spanish. His wife, Columba, was born in Mexico. For two years in his 20s, he lived in Venezuela, immersing himself in the country’s culture. He was born in Texas and is a former governor of Florida, two states with large Hispanic populations. But on one occasion, it appears, Mr. Bush may have become a bit carried away: He listed himself as Hispanic on a 2009 voter-registration application in Miami-Dade County. A Bush spokeswoman said she had no explanation. But Mr. Bush went on Twitter on Monday to say: Jeb Bush ✔ @JebBush: My mistake! Don’t think I’ve fooled anyone! RT @JebBushJr LOL – come on dad, think you checked the wrong box #HonoraryLatino
Carolina Lopez, deputy supervisor of elections for Miami-Dade, said voters must submit hard copies of applications with a signature before receiving a voter information card that confirms their address and polling location. According to the Florida Division of Elections, the application requires a signature because the voter is swearing or affirming an oath. The New York Times obtained Mr. Bush’s application from the Miami-Dade County Elections Department. Florida law requires that the signature, driver’s license number and Social Security number be redacted before such a document is publicly released. Mr. Bush, whose father and brother were president, is from a family that has been found to have strong ties to British and other European royalty. While Mr. Bush, a likely Republican presidential candidate, may have made a mistake, confusion over heritage is no laughing matter during a campaign season. During her Senate campaign in 2012, Elizabeth Warren of Massachusetts was accused of misrepresenting herself as Native American. Senator Ted Cruz, Republican of Texas, who has officially announced his presidential campaign, has had to explain that he is eligible to run, despite being born in Canada, because his mother is an American citizen.
7am – A/B/C Survey: Locals still can’t agree on Ronald Reagan Washington National Airport nickname. WASHINGTON — Is the airport in Arlington, Virginia, called “Reagan,” “National,” or it is “DCA?” The Washington Post did the research and found that D.C.-area residents can’t seem to come to an agreement on the nickname for Ronald Reagan Washington National Airport. The Washington Post’s Express conducted an online survey in December, and more than 42,000 people responded with differing responses for the name of the airport, which was formerly named Washington National and changed its name in 1998. The survey found one major group that avoids the “R-word” is D.C.-area Democrats. In the survey posted online Wednesday, only 35 percent of Democrats call the airport “Reagan” or “Reagan National,” compared to 72 percent of Republicans. The airport’s name has a divisive history, which has led to disparities in nicknames.
7am – D Is Western yoga practice off-balance? (CBS) — When it comes to India and yoga, Prime Minister Narendra Modi is no poseur. Modi is on a campaign to revitalize yoga in the land where it was born, and that starts with his soldiers who practice yoga to improve mind and body control. In India, proper yoga starts with a cleansing of the sinuses and finishes with group snorting — something Americans might not recognize in their yoga routine, reports CBS News correspondent Major Garrett. Inside India’s Morarji Desai National Institute of Yoga, instruction is strict. Breathing and meditation takes place on simple mats along with very precise poses. Indian yoga emphasizes all four components: cleansing, breathing, meditating and posing. And the prime minister is an evangelist. “It is not about exercise, but to discover the sense of oneness with yourself, the world and the nature,” Modi said. Modi has called for an international yoga day and appointed a chief of spiritual health.

- Duke claims fifth NCAA men’s basketball crown. (CNN) Four fabulous freshmen led Duke and Coach K to a fifth national title. The Blue Devils won the NCAA men’s basketball championship in a thrilling title contest on Monday in Indianapolis, defeating a tough Wisconsin team 68-63. Duke freshmen guards Tyus Jones and Grayson Allen led the Blue Devils with 23 and 16 points, respectively. National freshman of the year Jahlil Okafor had 10 points despite spending most of the second half on the bench. Duke’s fourth prized freshman Justise Winslow scored 11 points.
- Mitt Romney’s NCAA Bracket Is Ridiculously Good. (Huffington Post) –Known for his success in many facets of life, no one has ever accused Mitt Romney of being a college basketball expert. But humbling as it may be, Romney’s NCAA tournament bracket this year is almost certainly better than yours. A Romney source passed along the former Massachusetts governor’s 2015 bracket, and it is in astoundingly strong shape. How strong? Out of 11.57 million brackets filled out in ESPN.com’s Tournament Challenge, Romney is in 25,485th place — good enough for the 99.98th percentile. By contrast, the famously basketball-savvy President Barack Obama sits all the way back in 6,918,578th place (the 40th percentile). And sorry, Badgers fans. Romney picked Duke to win it all.

8am – B Tradition rolls on: Tens of thousands turn out for Monday’s Easter Egg Roll. (Washington Post) — There was lots of laughter, and some cheering, too. And that was before the Easter Bunny even showed up. Thousands of children who won lottery tickets to the annual Easter Egg Roll streamed onto the South Lawn on Monday, ready for fun. The 137th White House Egg Roll kicked off with live music coming from the “Rock n’ Egg Roll” stage, as families gathered to celebrate one of Washington’s more colorful events. By the time the first dozen or so children in their Easter best lined up, wooden spoons in hand and eggs on the ground, the crowd had been whipped into a frenzy. “Let’s make the first lady hear you! Rollers, are you ready?” a volunteer yelled to the children, who all cheered back. But it may have been a little too much excitement for one girl. She started to roll her egg and sent it airborne. About 35,000 children, their parents, musical performers and celebrity guests were invited to the all-day event hosted by President Obama and first lady Michelle Obama. The Obamas, joined by the Easter Bunny, gave their opening remarks from the Truman Balcony.
8am – C ACLU Demands Religious Groups Provide ABORTIONS For Illegal Immigrants. (Daily Caller) — The American Civil Liberties Union will seek a federal court order compelling the U.S. government to release documents related to federal contracts with religious relief agencies that assist illegal immigrants. The ACLU is seeking the information over its concerns that a huge majority of women and underage girls who illegally immigrate to the United States endure rape and other forms of sexual assault, according to a press release obtained by the Arizona Daily Independent. Specifically, the venerable civil rights organization estimates, “between 60 and 80 percent of women and girls who cross the border are sexually assaulted.”
