DC Council Proposes New Limits On Mayor's Authority

(Washington, DC) -- The DC Council will look at three new pieces of emergency legislation that come in the wake of the latest feud between Mayor Adrian Fenty and some council members. Ward 5's Harry Thomas has introduced the bills, one of which would prohibit the city's Chief Financial Officer from transferring any funds to the DC Housing Authority for the next three months. That's in response to the discovery that the agency has been doling out contracts worth more than one-million dollars without the council's approval, under a deal struck with the mayor. Another bill would force the Department of Parks and Recreation to notify the council of any deals worth 75-thousand dollars or more. The third bill would make it so that anyone rejected as the nominee of a city agency could not be appointed to serve as the acting head of that agency while a new leader is sought. Likewise, the mayor would have 60 days to come up with a new nominee. That's from Mayor Fenty's reappointment of Ximena Hartsock as interim director of the Department of Parks and Recreation for 180 days, after her nomination was rejected by the council.
